WASHINGTON HEADQUARTERS SERVICES

The purpose of this contract is to provide research, analyses, technical evaluation, and test and evaluation support to the Office of the Secretary of Defense, the Joint Staff, the combatant commands, and the defense agencies. This work will involve the comprehensive evaluation of national security issues, including systems and technologies at all stages of development, deployment, and use. This research will require a deep understanding of performance, mission capabilities and costs, the underlying technologies, the information environment, the supporting infrastructure, and related intelligence matters. It also will require a thorough knowledge of the national security policies, strategies, organizational structures and relationships, and force employment concepts that help determine which capabilities are needed and how they will be used. FORCE OF AIR

CoSolutions Inc., Sterling, Virginia, has been given a contract for audio visual support for U.S. Strategic Command valued at$ 23, 467, 543 firm-fixed-price ( FA4600- 24 – F-0011 ). This contract offers appropriately qualified and experienced personnel to support three different functional areas: enterprise audio visual ( AV ) operations and sustainment, enterprise AV engineering, and global operations center. Offutt Air Force Base in Nebraska will handle the work, which is anticipated to be finished by January 30, 2029. There were two offers made for this contract, which was a competitive acquisition. At the time of award, fiscal 2024 operation and maintenance funds are being obligated. The contracting activity is carried out by the 55th Contracting Squadron at Offutt AFB in Nebraska.

For the Joint Service System Management Office, which includes the PNT Program Offices, SERCO Inc., Herndon, Virginia, has been given a one-year urgent undefinitized letter contract estimated at$ 17, 635, 554 for contractor support services, studies and analysis to the Global Positioning System user equipment systems, and Assured Position, Navigation and Timing related programs. By January 22, 2025, work is anticipated to be finished at Wright-Patterson AFB in Ohio and Robins Air Force Base in Georgia. This urgent award was obtained as a result of an acquisition that was not competitive. $ 6, 168, 882 in fiscal 2024 research, development, test, and evaluation funds were due at the time of the award. NAVY

Maastricht, Netherlands, will handle all work, and it is anticipated that it will be finished by April 2026. A delivery order for annual working capital funds ( Navy ) in the amount of$ 9, 183, or 610 will be issued and awarded concurrently with the contract. The money wo n’t run out at the end of the current fiscal year. According to 10 U.S. Code 3204 ( a ) ( 1 ), one firm was contacted for this sole-source requirement, and one offer was accepted. The contracting activity is Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania ( N00383-24- D-B001 ).

For a regular overhaul of Military Sealift Command’s fleet ordnance and dry cargo USNS William Mclean (T-AKE 12 ), Detyens Shipyards Inc., North Charleston, South Carolina, has been awarded an$ 8, 035, 948 firm, fixed-price contract ( N3220524C4024 ). This contract has a base period and two unutilized options that, if used, would raise the contract’s overall value to$ 8, 137, 348. Starting on March 15, 2024, work will be done in North Charleston, South Carolina, and it should be finished by May 16 of that same year. $ 8, 035, 948 working capital funds ( Navy ) are obligated for fiscal 2024 and wo n’t run out at the end of the current fiscal year. This contract was a small business that was set aside, with 4 proposals being received and 4 being solicited via the Government Point of Entry website. The contracting activity is Military Sealift Command, Norfolk, Virginia ( N3220524C4024 ).

HEALTH AGENCY DEFENSE

For a firm-fixed-price contract ( HT001124C0005 ) to offer web and mobile development and sustainment services to the Defense Health Agency ( DHA ), Chenega Agile Real-Time Solutions LLC, Lorton, Virginia, received an award of$ 8, 581, 590. According to Department of Defense standards, this award offers services, materials, and equipment for the development of mobile applications, web design and web development, as well as the necessary support ( such as testing, information assurance, compliance, risk mitigation ), for Military Health System ( MHS) internet, intranet, or extranet websites. For all web-related development and sustainment offered by the DHA Solutions Delivery Division Web and Mobile Development Team to the MHS community, the contractor shall be the main point of contact. The contractor must also offer Tier I, Tier II, and Tier III consultation, customer support, troubleshooting, management of the products outlined in the work scope, support for potential hosting migrations ( when necessary ), and product decommissioning activities when necessary. The agreement calls for a 7-month base period, an option period of one month, one day of options, and one year of option periods. Performance runs from February 1, 2024, to July 31, 2025. If all options are used, the estimated total value is$ 25, 000,000. Through the Small Business Administration 8 ( a ) program, the contract was directly awarded. For this award, fiscal 2024 operations and maintenance funds will be used. Falls Church, Virginia, San Antonio, Texas, Aurora, Colorado, and Tacoma, Washington will all have government-furnished spaces where the work will be done.
